The blocks that are often welded around the base of a large bearing to keep it from moving... is there a technical name for those, or at least a name that is widely used?

I don't come from English speaking area but we are using translation for positioner/distancer/or even seat (in case of all around structure).

I haven't ever heard anyone call them by any certain name.  I have always called the bearing location or position blocks --- I've used both terms.

I've heard them referred to as shear blocks or thrust blocks. I had my shop install them on pillow block bearings for a set of problematic fans. See attached.
